There are three state concert organisations in the Ministry’s field of governance: the state concert institution Eesti Kontsert, the Estonian National Symphony Orchestra and the Estonian Philharmonic Chamber Choir. In addition, there is a public law agency - the Estonian National Opera. Some non-governmental music groups also receive budgetary support from the state, such as the contemporary music group "Nyyd Ensemble", Pärnu City Orchestra, Narva Symphony Orchestra and the "Ellerhein" Children’s Choir. In 2005 the list will be extended to include the chamber opera project "Nargen Opera" and Tallinn Boys’ Choir. Side by side with state concert institutions, we also have a rather dense network of non-governmental (private and municipal) concert agencies and music groups. Thanks to this, concert life is vivid all over Estonia. The majority of concerts come together to form festivals, many of which take place outside Tallinn and help to make cultural life in other towns and counties more versatile. The initiators of these events are usually acclaimed Estonian music professionals whose aim is the development of their specific field and the whole of music culture in general and thus offer the audience a systematic overview of it. The following festivals have long traditions in Estonia: the Estonian Baroque Music Festival, the Estonian Organ Festival, the International Contemporary Music Festival NYYD, Estonian Music Days (with its focus in Tallinn) and the Viljandi Folk Music Festival, the David Oistrahh Festival in Pärnu, and the Rapla Ecclesiastic Music Festival. All these receive support from the Ministry of Culture’s special programmes. The Ministry of Culture also allocates money to important support organisations such as the Estonian Music Information Centre, which has compiled a database of Estonian composers and their works and is one of the most important channels for international music life. The Estonian Music Council plays an important advisory role in all questions concerning national music policy. The main objective of the Association of Estonian Professional Musicians is to help increase the role of Estonian musicians both at home and on the international music scene, for example by organising a year-round concert series in Kadriorg Palace introducing Estonian music professionals. The Association of Estonian Music Festivals aims to support Estonian music festivals in order to achieve high artistic quality. The association also represents festival interests in national cultural policy. The Estonian Composers Union defends the rights of composers and organises annual Estonian Music Days. The International Eduard Tubin Society receives support to publish the works of Eduard Tubin as well as organising the Tubin festival.
In addition to statutory state aid, the state also provides support for different music projects. Grants are categorised into different programmes. For example, "Classical and contemporary classical music in Estonia" supports the organisation of festivals. In 2005 a new programme will be established to support non-governmental concert agencies. The programme "Estonian music in the international arena" aims to help Estonian music and musicians reach the international arena. The main objective of the programme "Estonian records in the international arena" is to promote and facilitate the international distribution of Estonian music. The programme "Classical and contemporary classical music and publishing of music-related materials" allocates support for the publication of music literature and musical works. In 2005 a new programme, "Young Musician", will be created to facilitate the further training of as well as the professional activity of young musicians. Support is also allocated for ordering music pieces and for the publication of the magazine "Music".
